The project will rehabilitate or replace approximately 3,000 linear feet of existing sewer and 2,625 linear feet of existing water pipelines that are aging and have reached the end of their useful life.
Work is anticipated to begin in late spring and continue through late fall 2022. We understand this project will create an inconvenience for the traveling public and appreciate your patience while we replace this aging infrastructure. This underground utility project will be closely followed by the Freedom Blvd. Road Reconstruction Project from Alta Vista to Green Valley Rd. That project is anticipated to bid in the early fall, with construction beginning at the end of 2022 and continuing through the majority of 2023. Project Updates
March 1, 2022: The contractor, K.J. Woods, is preparing submittals and procuring materials for the project. The larger diameter pipe materials have longer than anticipated lead times due to current global supply chain issues. Because of this, on-site construction work is not anticipated to begin until early May 2022.
January 4, 2022: Bids were opened on December 16, 2021. The apparent low bidder is K.J. Woods Construction. Award of the contract will go to Council for approval at the January 11, 2022 meeting. Staff is recommending award of the two bid add alternates as well for a total project cost of $3.74 Million. See map below for project location including add alternates. Construction is likely to begin in February, weather permitting.

November 1, 2021: The City has completed the design of the project, and City Council has approved the plans and specifications for advertising. The bid opening date is scheduled for December 1, 2021. The bid documents are publicly advertised on ebidboard which can be accessed here.
