As of January 1, 2020, certain industrial facilities in California must provide the City with proof that they are enrolled in the National Pollutant Discharge Elimination System (NPDES) before they can obtain or renew a business license.  

1. When you apply for a new business license or renew an existing business license, you will be required by the City to list the SIC code for your business activity on the SB 205 Business License Stormwater Compliance form. Use this link to help find your SIC code: osha.gov/data/sic-search

2. Determine if the SIC code for your business is on the list of Industrial General Permit stormwater regulated facilities.

3. If your business’s SIC code is not on the list of Industrial General Permit stormwater regulated facilities, you are not required to obtain enrollment in the Industrial General Permit. Complete and submit the SB 205 Business License Stormwater Compliance form to the City: cityofwatsonville.org/SB205

4. If your business’s SIC code is on the list of regulated facilities, then your business must obtain coverage under the Industrial General Permit.

A Waste Discharger Identification (WDID) number and application number will be issued to your business by the State Water Resources Control Board indicating that you have obtained coverage under the Industrial General Permit.

5. Provide this Waste Discharger Identification number when completing and submitting the SB 205 Business License Stormwater Compliance form to the City. cityofwatsonville.org/SB205
